In December 2018, then President Rodrigo Roa Duterte ordered the convergence of the efforts of national government agencies (NGAs) and local government units (LGUs) in ending the country’s 50-year-old communist insurgency by delivering social services and grassroots development programs to areas infested by the Communist Party of the Philippines-New People’s Army (CPP-NPA) and its affiliates.
Through Executive Order No. 70, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) was created to put in place a whole-of-nation approach in defeating the local communist terrorist group and achieving sustainable and inclusive peace throughout the Philippines.
EO 70 involved all NGAs and LGUs down to the barangay level, and were given delineated roles and responsibilities with the objective of ending the communist insurgency not only through military means, but more importantly, by addressing poverty and underdevelopment in localities the terrorists infiltrated.
The centerpiece program of NTF ELCAC, the Barangay Development Program (BDP), put in place the following projects: Farm-to-market roads; school buildings; water systems; and health centers.
The said projects were a major factor in clearing thousands of barangays of local communist influence and infiltration.
Hence, former President Duterte’s vow to put an end to the 50-year communist insurgency in the Philippines through NTF-ELCAC can be called a resounding success, and a proof that ending an armed conflict must also include the concerted delivery of social services at the grassroots level.
