ATTY. JAYVEE HINLO

Atty. Jesus V. Hinlo Jr., known to his friends as Jayvee is PDP Laban’s Deputy Secretary General for Visayas (DSGV) and is a trial lawyer by profession in Bacolod City, where he resides. 

Back in 2014, he was actively involved in the party’s search for a presidentiable for the 2016 elections. He is known as one of the 15 PDP Laban officials who in 2014, met with then Davao City Mayor Rodrigo Roa Duterte at the Marco Polo Hotel to ascertain the mayor’s response to a hypothetical question of what he will do if he becomes President. 

Hinlo with the majority members of the said group, who identified themselves as the “Marco Polo 15,” decided to form a national movement, the Mayor Rodrigo Roa Duterte National Executive Coordinating Committee, known as the MRRD NECC, to promote then Mayor Duterte to national prominence by endorsing his name around the country as a presidentiable. 

Immediately upon his return to Bacolod City in 2014, Hinlo aggressively promoted Mayor Duterte as a presidentiable in Region 6 and in Negros Oriental. After establishing the leaders and his linkages in Panay, Guimaras, and Negros Oriental, he concentrated his campaign for Mayor Duterte in his home province Negros Occidental. In early 2016, Hinlo left the party and concentrated to campaign for Mayor Duterte through the MRRD NECC.  

After Mayor Duterte was elected President in 2016, Hinlo accepted several positions in the Duterte administration such as, Undersecretary for Public Safety of the Department of Interior and Local Government, as a member of the Land Bank of the Philippines board, and with his last assignment, as a Commissioner of the President Anti-Corruption Commission. 

In 2018, Hinlo became the first president of the Partido Federal ng Pilipinas (PFP) when it was approved as a political party by the Commission on Elections. PFP was a political Party created as a close ally of then President Duterte. Hinlo  resigned from the PFP before the 2019 elections after deciding not to pursue an elective post.   

In July 6, 2019, Hinlo co-founded the Philippine Development Movement (PDM), a non-political group with a mission of being a conscience to the country’s political and legislative leaders by making, and presenting proposals to them concerning governance and the economy. 

Hinlo returned to PDP Laban Nov. 27, 2023 and assumed his current position as DSGV on Dec.16, 2023. His return to the party is much welcomed considering his added political maturity, the advocacies and the solutions he has brought to the party in the fight against corruption and poverty by advocating the creation of many jobs through industrialization and state-managed farming. 

He also advocates promoting love of the country through the introduction of the subject “Philippine Patriotism and Ethic Studies” from Grade 1 to college as a means in preparing our youth in becoming good and patriotic citizens of the Philippines. 

The current DSGV of the party also passionately proposes that PDP Laban field its own presidentiable in 2028.
