Commissioner Reymar Mansilungan of the National Commission of Senior Citizens (NCSC) is the Senior Citizens Committee Chairman of PDP Laban, and a journalist/writer by profession.
He is considered the “walking parliamentarian” as he takes part in making major party decisions, sans recognition.
In the year 2000, he was awarded the JCI Senator number (Sen. No. 60878), the highest distinction award given by Junior Chamber International (JCI), to its members. He was also, at one time, the Parliamentarian of the JCI Senate Philippines, and became the Secretary General of the Constitutional Amendments Committee of the same organization.
Mr. Mansulingan is the past president of the Kiwanis Club of Quezon City Central and currently Lt. Governor-Elect of KI Division 3B2. In 1988, he organized the First All-Female, Kiwanis Club in the world, the Kiwanis Club of Bituin Ng Maynila.
He is also engaged in the printing and publication, and the aqua-agri businesses. Mr. Mansulingan was formerly Editor-In-Chief of the Insurance Biz Asia Magazine and the National Edition of the People’s Guardian. He authored numerous unpublished papers on the subject of Islamic Insurance called “Takaful” (literally meaning ‘sharing one’s burden’) as an alternative to the commercial insurance for sectors like senior citizens.
He also authored the concept paper on multi-level marketing (leveraging), deposited with the Copyright Office of the National Archive, for future publication release.
Mr. Mansilungan’s brief stint in government includes Insurance Conservator twice, handling two non-life insurance companies during his first tour and, another one, on his second tour of duty.
On January 17, 2022, he was appointed Commissioner Member IV of the NCSC for a term that ends on September 17, 2027. He is in charge of Cluster 1 covering the Ilocos Region, Cagayan Valley, Central Luzon and the Cordillera Administrative Region.
