JONATHAN MALAYA

In a career in public service spanning 22 years, Jonathan Malaya has served in all three branches of the Philippine government.  

He is currently Assistant Director-General of the National Security Council. 

In the Executive branch, he served as: Assistant Secretary, Chief of Staff, and Spokesperson of the Department of Education; Chief of Staff of the Office of the Solicitor General; and Assistant Secretary in the Office of the Chief Presidential Legal Counsel, Malacañang. 

In the Legislature, he was Director II in the Philippine Senate; and Supervising Legislative Staff Officer in the House of Representatives. 

And in the Judiciary, he was Judicial Staff Head to Supreme Court Justice Antonio Eduardo Nachura. 

Jonathan Malaya has also has written and edited five books, including a book on presidential inaugurals, titled Stewards of the Nation: Inaugural Visions from Aguinaldo to Duterte that reached No. 8 on the PowerBooks Best Seller List. He also released Federalism 101: A Primer and The Quest for a Federal Republic, two books on the basic principles and prospects of Federalism in the country. 

Also, Jonathan Malaya has always been an educator at heart, and taught English literature, political science, and public speaking at the Polytechnic University of the Philippines and at the Assumption College Manila.  A product of the University of the Philippines (UP) Diliman, he was a founding member and president of the UP Debate Society and captain of the UP Debating Team. 

He was formerly the Undersecretary for Plans, Public Affairs and Communications and Official Spokesperson of the Department of the Interior and Local Government. He was also Chair of the Task Group on Governance, Sub-Task Group on Risk Communications, and member of the Vaccine Cluster, National Task Force Covid-19. 

Mr. Malaya is currently the Executive Director of the Institute of Local Government Development, a think tank and training institute for LGUs. He will also join the faculty of UP National College of Public Administration and Governance this coming semester.
