Governor Christian M. Noveras was born on October 31, 1985 in Maria Aurora, Aurora. He is the eldest child and only son of Vice Governor Gerardo A. Noveras and Mrs. Rowena M. Noveras. He is happily married to Mrs. April Gail C. Palispis-Noveras, and they are blessed with a four-year-old daughter, Deanndra Elyse P. Noveras.
Governor Noveras graduated with a degree in Bachelor of Arts in Political Science in Wesleyan University Philippines–Aurora in 2006. He obtained his Bachelor of Laws in Manuel Luis Quezon University in 2011 and passed the Bar Exams in 2012.
In 2013, Governor Noveras inherited the Noveras Law Office from his lawyer-father, Atty. Gerardo Noveras. While serving as a notary public, Governor Noveras also served as a defense lawyer in criminal cases. Having a huge heart for the people, he also represented indigent litigants in pro bono cases aside from offering free legal consultations. He also became the legal counsel for Maria Aurora Development Cooperative (MADECO), Golden Field Cooperative, Aurora Multi-Purpose Cooperative, Wesleyan University Philippines—Aurora, and Aurora Electric Cooperative.
In 2016, he was elected as a Sangguniang Panlalawigan Member in the First District of Aurora, garnering the highest votes among the winners; thus making him the Senior Board Member. As a legislator, he authored Provincial Ordinance No. 245 entitled Indigenous Peoples’ Youth Day Ordinance (approved on January 26,2017) and Provincial Ordinance No. 280 entitled Aurora GoPro IP Ordinance of 2018 which grants financial benefit to members of Indigenous Peoples for taking the professional licensure examinations or bar examination (approved on October 24, 2018).
With the desire to continue serving the people of Aurora, he ran for a higher post in the 2019 elections and won as the youngest Vice Governor of Aurora province. Even as a presiding officer, he still managed to create meaningful legislations especially for the vulnerable sectors. Among his notable resolutions and ordinances are the following:

After three years of leading the legislative branch, he also aspired to lead the executive department. He vied for the position of governor and ultimately won in the recently held 2022 elections as the 13th Governor of the Province of Aurora.
The Executive Agenda of Governor Christian M. Noveras primarily focuses on renewing the essence of democracy by strengthening participatory or grassroots governance wherein the constituents are allowed to participate in the planning processes of the government through various mechanisms. This shall be done through the “Mamamayang Makapamahalaan” strategy wherein CSOs, whether accredited or not, will be allowed to provide inputs and give recommendations on how the program or project relating to their sector will be carried out or improved.
Governor Noveras will also focus on increasing the local revenues of the province since the province largely depends on Internal Revenue Allotment (IRA), also known as National Tax Allotment. Increasing the local sources and strengthening the revenue collection will mean more programs and projects, which will ultimately redound on the general public welfare.
Delivery of basic services will be enhanced through the “Pamahalaang Makamamayan” approach wherein government services will be brought closer to the people by extending social services in the Sub-Capitol offices in Dingalan and Casiguran and by conducting community dialogues and provision of various social and economic services in the barangays through the Serbisyo Karaban ng Kapitolyo Program.
To facilitate Health Development, delivery of health services will be improved through the hiring of additional health staff, construction of additional health facilities, and provision of additional health programs. The quality of health services will also be improved through capacity building and training for health personnel and first responders, as well as provision of incentives for better performance of barangays. Availability of these services will be ensured through a Comprehensive Health Development Plan and by implementing a stock replenishment policy, and such services will be made available to all people, including the indigents.
An Economic Convergence Committee will be created to maximize the different livelihood programs that are being offered by the provincial government. A Local Economic Enterprise will also be established to enable Local Government Units (LGUs) to generate revenues at a profit, thereby augmenting their income and making the economy of the province more sustainable.
Means of agricultural and production will be improved through farm mechanization and construction of agricultural facilities. Farmers and fisherfolks will be provided with financial and technical assistance, and they will undergo unification through cooperative for easier access to further government assistance.
Environment and natural resources will be managed and made adaptable to climate change through Programs, Projects, and Activities (PPAs) that aim to sustain biodiversity. Alternative livelihood program for persons involved in illegal activities that affect the environment will ensure the protection of the welfare of the people during the implementation of these PPAs. Governor Noveras recognizes the role of the community in this endeavor. As such, participation in environmental clean-ups will be incentivized, and inclusion of disaster risk reduction and climate change adaptation (DRR-CCA) to curriculum at all levels of education will be proposed.
Formulation of a Comprehensive Infrastructure Development Plan will contribute to flood mitigation and control while also providing water supply to the people.
A Comprehensive Provincial Tourism Development Plan will reintroduce tourism in Aurora and will be the driving force of PPAs for different tourism activities that aim to protect the coastal area by targeting environmental degradation in the uplands through a ridge-to-reef approach. To expand tourism in the province, agro-tourism will be introduced and eco-tourism will be continuously developed.
Productivity in the workplace will be improved by enhancing the capability of employees through developmental training and health and wellness programs, and providing specific guidelines through the Employee’s Handbook. In line with this, a Human Resource Management and Development Plan will be formulated.
